Conure does constant wing flapping when perched on my shoulder?

I got a Green Cheek Conure a month or so ago, he is constantly out of his cage and usually with me. Wings are clipped from the previous owners. Lately whenever he is perched on my shoulder, after he is done "preening" my hair he does this constant fast wing flapping off and on for about 10-15 minutes while chirping. Wondering if this is normal?
