Where can I buy soft caramel in Northern Virginia?

I found a cookie recipe online that I would love to try, which calls for caramel. The poster said they used regular Kraft caramels, but that it would be much better to use soft caramel because it won't harden after the cookies cool. They suggested Rolos candy, but those are chocolate covered, and I would prefer to just have plain caramel. I live in Northern Virginia, is there a store there where I can buy this?
