How can i tame my 2 budgies?!?

I have 2 budgies thier about 1 years old. The younger one has started to bite my finger. the older one looks very depressed because the younger one doesnt let him play very often. They both love eachother (thier both males) as they preen eachother almost every day i dont know what to do. i hav'nt let them out to fly because the last time i did it was very hard to get the older one back in his cage, and the younger ones scared to get out. PLEASE HELP ME!!!!!!! its my first time having budgies. :"(
